Highlands neighbors question lack of arrest in tire slashing incident

LOUISVILLE, Ky. (WAVE) – Residents in the Highlands explained they caught just one of their have neighbors crimson-handed slashing tires on a dozen autos Thursday, but police didn’t arrest him.
